Dear friends,

When I started Residencias Los Jardines, I started writing a weekly newsletter -determined to tell all the good, bad, and the ugly. I knew some readers would be interested in the construction process. I expected others might be interested in the lifestyle of two people who had decided to live outside the box. For others, the adventures of Lita, the parrot and the cat took on an entertainment saga all its own.

Residencias Los Jardines is finished. We periodically have re-sales and rental availability. Some readers may be interested in this information.

What Happened This Week

Weather: No rain / winds have not yet really started but normally will appear over the next couple weeks. The automatic irrigation systems seem to be working; need more.

Stories

Internet: Two weeks ago, the new internet system equipment was installed; we have not had one moment down time and I have not received one call... Everyone seems happy. I am still working trying to find a replacement service provider for TIGO -thought I had one but the rep seems not too responsive... don't know what is going on.

Waiting

(A) Shareholder Registration: Progress but slow but I now have what I hope to be all the information. Will review info we have to determine what we still need. This is way late and something will have to be put into place internally such that this info gathering becomes penalizing for the recalcitrant shareholder(s).

(B) Misc. Legal Work: This continues and so do the costs... I am having to re-think and work differently and am still trying to figure it all out. What a mess as far as I am concerned... but I have to adapt...

Investment Business: I continue to the transition. One contract to pave some road was awarded; we are having lawyers review the contract to protect our asses... another two are pending... and these three should fill in until a larger contract get's going in May...

(C) BAC: Hasn't yet come thru but maybe next week -still waiting.

Accident: yep... do not hit a BMW...

Job Advertisement: I placed an ad in CraigsList -Jobs Offered- for a Property Manager / Administrator. It was fairly descriptive. I received about 20 responses. Of those about 7 made the first cut. I wrote them a more detailed description and all have dropped out or I have not heard from... One ex-navy warehouse man was rude and told me to shove it up my dark side -this confirmed what I suspected from his application / the ticos were gracious. In the majority of cases, the salary was an issue when combined with having to live / rent a house on site. I suspect no one looked at it like the salary covers off the most expensive cost of living (accommodations) and leaves a bit left over -for 3 hrs work a day (average) ...and the opportunity to earn more $$ via ???? It seems all the applicants want a spoon fed soft retirement cradle and had no entrepreneurial drive at all. Unfortunately, I have to keep looking... it is the only way I can get out of this job... and this is an example why...

El Lagar -an old time building supply company which is about 30 years out of date they keep modernizing only to be further behind. First you have to find the product in their inventory, get the code number of the product you want... the company is spread over two different lots... I had to go to both lots..I got the numbers, go to the cashier to pay... I do that, return to to the two lots to pick up the products... one of the code numbers was off by four of 7 digits... back to the cashier, cancel the previous invoice, (at another location) he returns 5 min. later, issues a new invoice, but forgets one of the two items, he issues a third invoice for that one... all for 15 plastic corner beads and 1 - 8' piece of baseboard... 45 min. for what should have been 15... I really do not have the patience do deal with their shit...

Medicine: I require a daily dose of blood thinner... have for the past 35 years... why? the docs never figured out why but the solution has worked. The medicine is now, old line... Warfin (cumadin) or here, warfarina (sometimes known as "rat poision" -it works fine in controlled dosages. At one time I relied on it being available here; well, one time it was not and I ended up in hospital... for the past 7 years I have not relied on CR for it's availability... until three months ago... I got 90 tablets... went to renew... nope, not available in the country no where... ok. I can switch to the newer meds... much more expensive, to do the same thing... or I can take a trip to Nicaragua or Panama... enjoy myself for a few days, and return with a year's supply... well, the doc I used found a relative returning from Nic. ...I will have a supply (how much I don't know) on Monday. Moral... supply chain mgt has not caught on here; do not rely on anything... I may still be going soon to Nicaragua... Life here is not easy / there are ALWAYS twists...

1. How two Americans Caught Smuggling 644 Thousand into Costa Rica Were set Free

People were gobsmacked when they read that two American citizens caught smuggling over $644 thousand in cash through Juan Santamaria Airport were set free – after only 12 hours. Collin Skees (25) and Benjamin Howze (41) were detained on November 28, upon their arrival at SJO in Alajuela. They had the cash in their carry-on luggage. Drug-sniffing dogs detected cocaine residue on the money, which was wrapped in plastic bundles. The two were detained for questioning by agents of the PCD (Policia de Control de Drogas). Less than 12 hours later, they were flying back to the United States — as free men.

It turns out that the judge who set them free, Ms. Andrea Rojas, is none other than the daughter of former Director of the OIJ (Organismo de Investigacion Judicial), Jorge Rojas. Ms. Rojas ordered the two men freed, overruling the request of the Ministerio Publico, who suspected the men of being involved in a narco-trafficking transaction, and wanted them held in Preventive Detention. This is the usual procedure in suspected narco-trafficking cases.

The United States DEA (Drug enforcement Agency) was called in to consult on the two smugglers, and it was revealed that they were suspected in the US of being connected to a powerful narco-trafficking ring operating in both Mexico and the United States. It remains unclear at what point Judge Rojas became aware of the background records of Skees and Howze. She seems to have ignored the advice of the Deputy Prosecutor of Alajuela, who strongly suspected that the two smugglers had ties to international narco-trafficking rings, and wanted them held for three months to investigate their activities in depth.

Skees and Howze had plane tickets for onward travel to Atlanta, and were scheduled to depart two hours after they were detained. They were released before confirmation of cocaine residuals were received by the court, and before the DEA reported the criminal alert for the two men. This chain of events is highly unusual in a country not known for speedy court proceedings. Commented retired DEA employee Russell Connor, “Someone wanted them outta here in a hurry.” He suggested that it might have been a more serious reason than just the judge wanting to head out on her Christmas vacation.

Judge Rojas has not made herself available to the press, and has not been answering her work cell phone, nor office phone.

Dr. Homer Coto commented, “We’ve arrived now in Costa Rica to a point where corruption is so widespread, that even judges, pillars of the judicial system, are involved in crimes. In any other country Judge Rojas would be behind bars – not on vacation.

Why was the Mayor of Limón arrested?

The arrest of the mayor of Limón, Néstor Mattis Williams, occurred on Thursday morning by the Judicial Investigation Agency (OIJ) and the Prosecutor’s Office and the Public Ministry began to process a possible request for precautionary measures against the Criminal Court of the Atlantic Zone.

Next to him, the engineer of the Municipality of Limón, Antonio Babb, was also arrested, who would have known all the processes of investment and management of public monies that are investigated for alleged irregularities.

The capture of Mattis comes from an investigation for apparent embezzlement of funds in the construction of the central market of Limón, for which, according to the evidence, the mayor’s office turned more than ¢3500 million , but the works have not been finished to this day.

One of the key points was obtaining evidence in the construction firm Grupo Himalaya.

CRHoy.com announced, after an interview with the lawyer of the company Javier Artavia, that the Limonense Mayor’s Office had requested in different council sessions the modification of the works table of the market construction project due to “lack of budget”.

The total amount of offset is greater than ¢ 1 billion, money for which the Public Prosecutor initiated the investigation process to establish the final destinations.

Of the ¢ 2600 million corresponding to the tender, which was obtained by G rupo Himalaya in 2015, they received only 14% of remuneration, that is, about ¢ 390 million.

Finally, the notifications by the municipality began, in which they informed about the lack of budgetary content.

It should be noted that the project was divided into two stages, the first, the new market building, and the second, the Maxwell ring, which consists of the oldest part of the central market, declared national historical and architectural heritage in 1998.

In each council session, the engineer Antonio Babb was present agreeing on the modifications that Mattis, as mayor, made.
